• Not Waving, But Drowning materialises the experience of Indian refugees during their arrest and detention by the harbour police in Zeebrugge, Belgium. Within the tense, haunted context of the harbour and the seaside, and together with them, we slowly lose all sense of time and place. Without investigating their past or their future, the human traffic organisations or the Belgian legislation, the film transgresses into the timelessness in which our society imprisons people without papers. This subtle analysis of human exclusion and the reduction of human beings to the physical body makes us wonder if a human can be illegal at all?
• Not Waving, But Drowning met en scène l’expérience de réfugiés indiens lors de leur arrestation et de leur détention par la police des frontières du port de Zeebrugge, en Belgique. Dans le contexte tendu et fantomatique du port et du bord de mer, on perd lentement et parallèlement à eux toute notion de temps et d’espace. Sans se plonger dans leur passé ou leur avenir, sans analyser les organisations de trafic d’êtres humains ou la législation belge, le film traverse l’intemporalité dans laquelle notre société enferme les sans-papiers. Cette analyse subtile de l’exclusion humaine et de la réduction des êtres humains à leur corps physique soulève en nous la question de savoir si l’on peut véritablement considérer des êtres humains comme des illégaux.

In de benauwende, spookachtige context van de haven en de kust verliezen we samen met hen langzaam elke notie van tijd en ruimte. Zonder hun verleden of hun toekomst, de rol van de mensensmokkelaars of de Belgische wetgeving te onderzoeken, maakt de film de oversteek tot in de tijdloosheid waarin onze samenleving deze sans-papiers opsluit. Deze subtiele analyse van menselijke uitsluiting en de reductie van menselijke wezens tot hun fysieke lichaam doet ons de vraag stellen of mensen überhaupt illegaal kunnen zijn.
